It's been this way as long as I've been alive at least, but not always. We have no idea where they come from, but 'we' in this case is... average people. The nobility seems to know a whole lot more and they're absolutely not sharing with the class. Too busy trying to cut a personal profit.
It's really another case of other people deciding that because they're in a position of power they can really do whatever they want.

The guy had some kind of issue about women caused by a mommy complex. I didn't really get why the fuck he killed her to begin with, but he dug her back up from the grave to retroactively turn her into a zombie.
He'd pretend she was alive and introduce prospective brides to her. It was pretty wacky. You'd think even perverts have limits.
... No, not that crazy. Even the people I really knew and the leader of that Organization I was a part of weren't. The craziest guy might've been a toss up between Vexen, who was a guy who liked to make experiments, and Xemnas.

That guy was an absolute jerk, and he was just the kind of guy who didn't care about really helping people he'd say he would because he's a liar. He even he pit people against each other to kill one another when he decided he didn't have any use for them [ Basically Castle Oblivion ], and he also wanted to get rid of "traitors" to his cause. But he could've done that without getting innocent people hurt, or hurting anyone at all.
[ ... ah. That kind of person. Kohaku knows he has no right to get on a moral high horse most of the time, but if there is one kind of person that he thinks is still beneath him then it's those who abuse their authority without a care in the world. ]
